Event Summary

 

RISK ASSESSMENTS AS STRATEGIC TOOLS

As the need to understand urban climate vulnerabilities increases, the uptake of climate risk assessments among urban planners, city managers, and development professionals is growing and spreading across the world. Given the proliferation of different assessment approaches, there is ample opportunity to share best practices and advice on overcoming commonly encountered challenges among city leaders and practitioners to promote effectiveness, efficiencies, and applications of findings.

EVENT SUMMARY

The knowledge exchange is a platform for cross-discipline interaction amongst experts, practitioners, and decision-makers who would not typically gather for knowledge sharing. This event took place on February 13, 2023. Resources and recordings are available here.

The planned outcome of the exchange was to foster knowledge sharing among risk assessment practitioners, city-level decision-makers and local implementers. More specifically to create:

  • Enhanced insights, through peer learning, into the benefits, challenges, and opportunities of Rapid Climate Risk Assesments.
  • Strengthened knowledge of conducting climate risk assessments in cities where data is often scarce and there is a large informal sector
  • Increased awareness and knowledge of climate adaptation challenges and ambitions in five African cities
  • Increased insight on how cities are utilizing risk assessments to drive implementation of climate adaptation solutions locally

The event brought together local implementers that have participated in the Rapid Climate Risk Assessment (RCRA) process, city officials interested in learning about the RCRA process, Global Center on Adaptation colleagues and consultant firms that carried out the RCRAs (i.e. SWECO, Groupe Huit), Members of the Resilient Cities Network (RCN) and other risk assessment practitioners.

SPEAKER BIOS:

 

  • Ms. Sara Márquez Martín, Coordinator, Maputo for Arquitectura sin Fronteras, is a researcher specialising in developing the concept of “human building” as the attitude to build with and for the people in the limits of the planet. At Architects Without Borders she coordinates projects to improve mobility and slum upgrading in Maputo, Mozambique. Sara holds a master’s degree in Architecture from the Polytechnic University of Madrid and has studied at the Balkrishna Doshi’s Vastu Shilpa Foundation in Ahmedabad, India and at Istituto Universitario di Architettura di Venezia, Italy. 

  • Mr. Gerard Olivier Rakotomanana 20 d’expériences dans les Projets financés par divers Bailleurs de Fonds. Coordonnateur de Projet  Renforcement de la Résilience des villes face au changement climatique » au sein du Ministère de l’Aménagement du Territoire et des Services fonciers, Projet financé par l’Agence Française pour le Développement.  Ce projet a pour objectif d’intégrer l’adaptation au changement climatique et la résilience aux catastrophes dans la planification territoriale et urbaine2004-jusqu’à  2021 Ingénieur chargé de Projet puis chef de service et à partir de 2016 Directeur Inter Régional au sein du Fonds d’Intervention pour le développement (FID) Projets financés par la Banque Mondiale qui mettent en œuvre divers projets de développement communautaire, des infrastructures sociales de bases et infrastructures économiques, et des projets de protection sociale 

  • Carmen Sing Sang is the Project Manager for Beira, Mozambique at Water and Sanitation for the Urban Poor. She is a civil engineer, who has worked in water supply for 12 years. First for 9 years for the water utility in Beira (Mozambique) on design and network maintenance and later with Nonrevenue Water. Most recently she has been working for Water and Sanitation for the Urban Poor not only on water supplying but also sanitation and connecting water supply and sanitation to urban resilience efforts. 

  • Patrick Njoroge is a program manager at Akiba Mashinani Trust working and has wealth of experience working with various urban informal settlements in Nairobi including Mukuru where he has been engaged in community participation in advocacy for better services including security, land tenure and policy change to support inclusion of informal settlement in urban planning.  

  • Mr. Lucky Andrianirina, Climate Change Consultant. Lucky was active as a youth member of the bureau then President of the ESPA's Club Vintsy Ravinala Miray, an association of environmental education from 2016-2020. In 2019, as a member of the Groupe de Réflexion sur l'Energie (GRE),  she was selected for the Young Leaders Fighting Climate Change (YLFCC) training program of the FES Madagascar and had been consultant for the FES Madagascar on the climate change program since 2021, working on the elaboration of the policy and action plan of Antananarivo to fight against climate change. 

  • Leon Kapetas, Lead for Programs and Climate Resilience for the Resilient Cities Network in Europe and Middle East. A hydrologist by training, Leon is a Senior Climate Resilience Specialist leading the implementation of programs for the Resilience Cities Network. He has a strong interest in Nature-based Solutions as a vehicle for adapting to climate change while delivering socio-environmental co-benefits to communities. Leon has experience in research and consulting environments across high- and low-income countries. He has worked as consultant for the World Bank and has developed climate risk assessments for African cities.

  • Anaïs-Marie De Keijser, Urban Development and Climate Adaptation Expert, SWECO Group – Architecture and Engineering Consultancy. Anaïs is an Expert in Urban Development and Climate Adaptation with 10 years of work experience and a focus on African cities. She has a PhD from the Technical University of Darmstadt and has published on topics related to informal settlements, public participation in the provision of urban services and social justice in relation to the informal economy. She works for an international consultancy office called Sweco. She was responsible for SWECO's Rapid Climate Risk Assessment of Antananarivo with the GCA in 2022. 

  • Christopher Chung, Global Centre on Adaptation, Water & Urban, Senior Urban Specialist, with more than 15 years experience in resilience building in urban development, infrastructure and housing sectors globally. Prior to joining GCA, Chris was Disaster Risk Management Specialist at the World Bank and Global Facility for Disaster Reduction and Recovery (GFDRR). He holds a Masters in City Planning from the Massachusetts Institute of Technology (MIT). Chris coordinated the implementation of Rapid Climate Risk Assessments in the first batch of 5 African cities.
